International Conference on Heart of Borneo (HoB) Enabling and Empowering Conservation Through ...
Since the inception of the Heart of Borneo (HoB) Initiative, various efforts have been taken to improve the biodiversity within, through the expansion of protected areas, intensification of forest restoration activities, and implementation of sustainable forest management within forest reserves and the adoption of best practices within the agricultural sector involving lands outside of the protected areas. Apart from that, annual HoB international conferences were held since 2009 focusing on
- the enhancement of forest ecosystems connectivity;
- forest and climate change through decoding and realising REDD+;
- green business and development for the environment;
- sustainability together;
- unleashing HoB’s natural capital for sustainable growth,
- enhancing biodiversity towards no net loss and beyond; and
- bridging HoB landscapes and beyond through healthy watershed corridors.
The Heart of Borneo Trilateral Meetings had covered various issues such as trans-boundary protected area management, institutional arrangements, biodiversity conservation, green ecotourism, research and development and local community involvement in the sustainable development and conservation in the HoB. The Meetings also recommended broader aspects of the HoB Initiative that include among others, policy and socio-economic impacts and external financial support to strengthen the Initiative. This provided the precursor for this international conference on the HoB, which will focus on enabling and empowering conservation through science-policy interface, conservation finance and community engagement.
The objectives of this conference are:
- To provide the platform to deliberate on the current affairs pertaining to science-policy interface, conservation finance and community engagement in tropical forest management; and
- To discuss the crucial issues for long term implementation of the Sabah Heart of Borneo Strategic Plan of Action

Government of Malaysia – UNDP-GEF Project on Biodiversity Conservation in Multiple-Use Forest Landscapes in Sabah, Malaysia.
CALL FOR PROPOSALS
The Sabah Forestry Department is looking for interested Consortium, Company or Specialists/Experts to provide the following consultancy service, for the above mentioned project:
Economic Landscape Modeler (IC-2) and Economic model to assess combinations of conservation investments and regulatory approaches to maximize net revenues from demonstration landscape while ensuring No Net Loss (SC-5).
Project Background:
The 261,264 ha project landscape forms an important connecting landmass to three renowned protected areas in Sabah; the Maliau Basin Conservation Area (58,840 ha) to the West, the Danum Valley Conservation Areas (43,800 ha) to the East, and the Imbak Canyon Conservation Areas (16,750 ha) to the North. The project landscape constitutes a connecting landscape that is utilized for conservation, forest rehabilitation, timber production and industrial tree plantation, including palm oil. This land-use mix is an emerging trend in the forest reserves of Sabah driven by: (i) the comparative disadvantage in crop gestation periods between growing trees and agriculture crops, (ii) low rent capture, and: (iii) incoherent enforcement associated with a lack of expertise in multiple-use forest landscapes. Under a business-as-usual scenario, the above protected areas will become increasingly vulnerable to fire during prolonged droughts potentially from the surrounding degraded forests.
The objective of the project is to bring the land-uses in the connecting landscape and protected areas under a common and integrated management umbrella strategy in order to mainstream biodiversity, ecosystem functions and resilience, while enabling ongoing sustainable uses. The project will meet this objective by achieving three interconnected outcomes: (1) provisioning of an enabling environment for optimized multiple use planning, financing, management and protection of forest landscapes; (2) demonstration of multiple-use forest landscape planning and management system, and (3) demonstration of innovative sustainable financing methods for multiple-use forest landscape management. Assistance provided by GEF will strengthen the conservation of the largest area of mostly contiguous forest in Sabah, and one of the most important remaining forest landscapes in the Heart of Borneo. The project is expected to serve as a model to draw lessons learnt in best practices for replication in other forest landscapes within Sabah and in other parts of Malaysia and the Heart of Borneo.
Consultancy Key Objectives:
1. To develop a land-use matrix model within the project site.
2. To develop an economic model that determines an optimal mix of production and conservation land-uses to maximize sustainable revenues from the demonstration landscape while ensuring no net loss of biodiversity.

I am pleased to inform you that the auction of various commercial species of tropical logs from an FSC Certified Forest - Deramakot Forest Reserve, Sandakan, will be conducted on September 19, 2016 (Monday). These logs were produced by eco-friendly harvesting systems and in conformity with Sustainable Forest Management principles.

The latest list of log description and auction specifications will be available at our website www.deramakot.sabah.gov.my or will be sent (BY REQUEST) to interested parties by fax/e-mail on September 12, 2016. It can also be obtained from the Head, Economy, Industry & Statistics Division, Sabah Forestry Department H.Q. Sandakan (Tel: 60-089-242869/242613 ; Fax: 60-089-666170. e-mail: Andurus.Abi@sabah.gov.my or Hassan.Baharun@sabah.gov.my or the Deramakot Forestry Officer (Tel: 60-089-844000 & Fax: 60-089-844002). The logs may be inspected at Sapapayau Log yard by liaising with these officers.
Those who wish to participate in the auction are to register themselves with the Head, Sandakan Regional Accounts Unit by paying a non-refundable registration fee of RM500.00 before 09.30 a.m on Monday (September 19, 2016) or earlier. All registered bidders are to bring along a Cashier’s Order/Bank Draft of not less than RM10,000.00 payable to the Director of Forestry for inspection, before bidding commences. Those who are unable to do so, unfortunately, will be barred from bidding.
The auction conditions are as follow :
1) Upset-price: As indicated (inclusive of all Government charges except for the community forestry cess at RM4.00/M3, forest conservation fee of RM5.00/M3, royalty export at RM400/m3 or RM300/m3 or RM180/m3 or RM170/m3 or RM135/m3 depending on species classification or for local processing at RM95/m3);
2) This is an open auction with no restriction or classification on the prospective bidder save the explanation thereafter registered bidders may bid separately for each of the batches or all of the batches. However, individual bidders without any registered company and a trading licence are not allowed to participate;
3) A deposit of RM10, 000.00 has to be paid immediately by the successful bidder, and the balance due (bid price + royalty + community forestry cess of RM4.00/M3 + forest conservation fee of RM5.00/M3) within one month for all bidders (i.e. by October 19, 2016) failing which, the deposit paid will be forfeited;
4) All bidding must be made to the nearest Ringgit Malaysia.

5) The bidder is at liberty to choose logs either for local processing or for export in log-form, or for a mixture of both. Log export quota is guaranteed by the Sabah Forestry Department.

International Conference on Heart of Borneo (HoB) Enabling and Empowering Conservation Through ...
Since the inception of the Heart of Borneo (HoB) Initiative, various efforts have been taken to improve the biodiversity within, through the expansion of protected areas, intensification of forest restoration activities, and implementation of sustainable forest management within forest reserves and the adoption of best practices within the agricultural sector involving lands outside of the protected areas. Apart from that, annual HoB international conferences were held since 2009 focusing on
- the enhancement of forest ecosystems connectivity;
- forest and climate change through decoding and realising REDD+;
- green business and development for the environment;
- sustainability together;
- unleashing HoB’s natural capital for sustainable growth,
- enhancing biodiversity towards no net loss and beyond; and
- bridging HoB landscapes and beyond through healthy watershed corridors.
The Heart of Borneo Trilateral Meetings had covered various issues such as trans-boundary protected area management, institutional arrangements, biodiversity conservation, green ecotourism, research and development and local community involvement in the sustainable development and conservation in the HoB. The Meetings also recommended broader aspects of the HoB Initiative that include among others, policy and socio-economic impacts and external financial support to strengthen the Initiative. This provided the precursor for this international conference on the HoB, which will focus on enabling and empowering conservation through science-policy interface, conservation finance and community engagement.
The objectives of this conference are:
- To provide the platform to deliberate on the current affairs pertaining to science-policy interface, conservation finance and community engagement in tropical forest management; and
- To discuss the crucial issues for long term implementation of the Sabah Heart of Borneo Strategic Plan of Action
